Over, surrounding (a dispute): 〜をめぐって

N + をめぐって/をめぐる + N

N + をめぐって (before a noun: をめぐる): the issue around which there's debate, opposition or rivalry. Press and written register.

In short

〜をめぐって names the issue around which a debate, a dispute or a rivalry revolves: “over, surrounding, concerning”. めぐる means “to go around”. It's used with verbs like 議論する, 対立する, 争う, 意見が分かれる. Press and written register.

  • 遺産をめぐって、兄弟が争っている。いさんをめぐって、きょうだいがあらそっている。The brothers are fighting over the inheritance.
  • 新しい空港の建設をめぐって、住民の意見が分かれている。あたらしいくうこうのけんせつをめぐって、じゅうみんのいけんがわかれている。Residents are divided over the construction of the new airport.
  • 消費税の引き上げをめぐる議論が続いている。しょうひぜいのひきあげをめぐるぎろんがつづいている。The debate over the consumption tax increase is continuing.
  • 一つのポストをめぐって、三人が競い合った。ひとつのぽすとをめぐって、さんにんがきそいあった。Three people competed for a single post.

The basics

めぐる is “to go around, to circle”. With 〜をめぐって, picture several people or camps circling the same issue: an inheritance, a construction project, a law, a post. The issue is in the middle, and all around it there's discussion, opposition, quarrelling.

That's what sets it apart from について: をめぐって implies a controversy or a rivalry. You don't use it for a calm, neutral topic.

新しい空港の建設をthe construction of the new airport (the issue)
めぐってover, surrounding (debate, conflict)
住民の意見がresidents' opinions (subject)

How to form it

You put it after a noun, with を. Before another noun, you use めぐる: 遺産をめぐる争い (the dispute over the inheritance). The verbs and nouns that follow almost always belong to the family of debate or conflict.

ConstructionExampleWords that often follow
N + をめぐって遺産をめぐって争う争う, 対立する, もめる
N + をめぐり (written)法案をめぐり議論が続く議論する, 話し合う
N + をめぐる + N増税をめぐる議論議論, 問題, 争い, うわさ
  • ダムの建設をめぐり、国と住民の話し合いが続いた。だむのけんせつをめぐり、くにとじゅうみんのはなしあいがつづいた。Talks between the state and residents over the dam's construction dragged on.
  • この絵をめぐる謎は、まだ解けていない。このえをめぐるなぞは、まだとけていない。The mystery surrounding this painting has yet to be solved.

をめぐって, について, に関して, を中心に

について and に関して (N3) simply introduce a topic: you talk, write or ask a question about something, with no tension. をめぐって adds controversy. In a neutral presentation (“I'll now talk you through the schedule”), をめぐって would be wrong.

を中心に (N3) marks the centre of an activity or a group (若者を中心に人気がある), with no idea of conflict.

ExpressionIdeaExample
についてtopic, neutral日本の文化について話す
に関してtopic, more formalこの件に関してご説明します
をめぐってissue in a debate or conflict遺産をめぐって争う
を中心にcentre of an activity若者を中心に人気がある
  • 日本の文化について、レポートを書いた。にほんのぶんかについて、れぽーとをかいた。I wrote a report on Japanese culture. (neutral topic)
  • 原子力発電をめぐって、国民の意見は大きく分かれている。げんしりょくはつでんをめぐって、こくみんのいけんはおおきくわかれている。Public opinion is deeply divided over nuclear power.

Common mistakes

  • Using it for a topic with no controversy: “天気をめぐって話した” (we talked about the weather) is wrong; you say 天気について.
  • Forgetting を: the construction is 遺産をめぐって, with を, since you “circle” the issue.
  • Putting めぐって before a noun: you say 増税をめぐる議論, not “増税をめぐって議論” as a noun phrase.
