Verb stem + つつある: a change is under way, progressing little by little. Written, and only with verbs of change.
In short
〜つつある describes a change in progress, moving forward little by little: 町が変わりつつある, “the town is changing”. It's a written phrasing, typical of newspapers and speeches, used only with verbs of change.
- 山の紅葉が、少しずつ色づきつつある。やまのもみじが、すこしずついろづきつつある。The maples on the mountain are gradually taking on their colours.
- この町は、観光地として変わりつつある。このまちは、かんこうちとしてかわりつつある。This town is in the process of becoming a tourist destination.
- 日本の人口は減りつつある。にほんのじんこうはへりつつある。Japan's population is shrinking.
The basics
つつ is an old suffix marking an action in progress. With ある, it describes a process of change that's moving forward: you're neither at the start nor at the end, but in the middle. English says “is …ing”, “is in the process of”, “is gradually…”.
The maples are taking on their colours.

How to form it
Take the ます-form without ます (the stem) and add つつある. Politely: つつあります. The verbs must express a change: 変わる, 増える, 減る, 近づく, 広がる, 〜くなる, 〜になる.
| Verb | Stem | + つつある |
|---|---|---|
| 変わる | 変わり | 変わりつつある |
| 近づく | 近づき | 近づきつつある |
| 増える | 増え | 増えつつある |
| よくなる | よくなり | よくなりつつある |
- 外国から来る観光客が増えつつあります。がいこくからくるかんこうきゃくがふえつつあります。More and more tourists are coming from abroad.
- 経済は少しずつよくなりつつある。けいざいはすこしずつよくなりつつある。The economy is gradually improving.
つつある, ている, ていく
〜ている with a verb of change often describes the result: 町が変わっている, “the town has changed (it's different)”. 〜つつある describes the process under way: 町が変わりつつある, “the town is changing”. 〜ていく stresses the direction towards the future: 変わっていく, “will keep changing”.
| Sentence | What you see |
|---|---|
| 町が変わっている | the result: the town has changed |
| 町が変わりつつある | the process: the town is changing right now |
| 町が変わっていく | what's next: the town will keep changing |
- この町はこれからも変わっていくだろう。このまちはこれからもかわっていくだろう。This town will probably keep changing.
Common mistakes
- Using it with an ordinary action: 「食べつつある」, 「勉強しつつある」 are wrong; for “be eating”, it's 食べている.
- Attaching つつある to the dictionary form: 「変わるつつある」 is wrong; it's 変わりつつある.
- Using it in relaxed conversation: it's a written or speech-making phrasing.
