Without the slightest hesitation: 〜てはばからない
動詞て形 + はばからない
Verb in て (mostly of speech) + はばからない: “to say or do openly, without the slightest restraint”. Written and journalistic register, often with a touch of criticism.
In short
はばかる means “to hold back out of embarrassment, out of regard for others”. So 〜てはばからない describes someone who says or does something openly, without the slightest restraint, even if it might shock: 自分は天才だと言ってはばからない. It's almost always used with verbs of speech (言う, 公言する, 断言する), in a written or journalistic style, often with a hint of criticism or astonishment.
- 彼は、自分こそが天才だと言ってはばからない。かれは、じぶんこそがてんさいだといってはばからない。He doesn't hesitate to declare that he's the genius.
- その社長は、利益のためなら手段を選ばないと公言してはばからない。そのしゃちょうは、りえきのためならしゅだんをえらばないとこうげんしてはばからない。That CEO openly proclaims he'll do whatever it takes for profit.
- 彼女は、この作品が最高傑作だと断言してはばからなかった。かのじょは、このさくひんがさいこうけっさくだとだんげんしてはばからなかった。She asserted unreservedly that this work was her masterpiece.
The basics
はばかる (often written in kana) means “to hold back, to refrain out of fear or regard”: 人目をはばかる, to avoid prying eyes. With the negative form, 〜てはばからない says the opposite: you do the thing without any restraint.
It's often the view of an observer, a little shocked or ironic, describing a bold statement. English says “doesn't hesitate to”, “has no qualms about”, “openly proclaims”.

How to form it

|---|---|---|
| 言う | 言ってはばからない | doesn't hesitate to say |

| 断言する | 断言してはばからない | categorically asserts |

はばかる, はばからず, てやまない
The base verb is still alive: 人目をはばかる (avoid prying eyes), 口にするのもはばかられる (one hardly dares mention it). Its form 〜をはばからず means “without regard for”.
〜てやまない (N1) looks similar but expresses a deep, lasting feeling (願ってやまない: to wish with all one's heart). Nothing to do with the boldness of はばからない.
In speech, you'd rather say 平気で言う or 堂々と言う.
- 口にするのもはばかられるような事件だった。くちにするのもはばかられるようなじけんだった。It was an affair one hardly dares mention.
- 皆様のご健康を願ってやみません。みなさまのごけんこうをねがってやみません。I wish you all, with all my heart, the very best of health.
- 彼はうそを平気で言う。かれはうそをへいきでいう。He lies without the slightest qualm. (everyday register)
Common mistakes
- Reading はばからない as “can't” or “hesitates”: it's exactly “doesn't hold back”.
- Confusing it with 〜てやまない: はばからない is about boldness in speech, やまない about a sincere, deep feeling.
- Using it about yourself in a neutral context: the construction carries an outside view, often critical.
