Not necessarily: 〜とは限らない

plain form + とは限らない / 必ずしも〜とは限らない

plain form + とは限らない: “not necessarily, not always”, a partial negation of a received idea. Often with 必ずしも or 〜からといって.

In short

〜とは限らない (限る, “to limit”) means “that's not necessarily the case, it's not always true”: there are exceptions. 高い物がいい物だとは限らない: “expensive things aren't necessarily good quality”. You use it to qualify a received idea.

  • 高い物がいい物だとは限らない。たかいものがいいものだとはかぎらない。Expensive things aren't necessarily good quality.
  • 日本人がみんな着物を着られるとは限らない。にほんじんがみんなきものをきられるとはかぎらない。Not all Japanese people necessarily know how to put on a kimono.
  • 天気予報が必ずしも当たるとは限りません。てんきよほうがかならずしもあたるとはかぎりません。Weather forecasts aren't always right.

The basics

限る means “to limit, to be limited to”. 〜とは限らない is “you can't restrict yourself to saying that…”: the statement isn't always true. It's a partial negation: sometimes yes, sometimes no — English “not necessarily”, “not always”.

You use it to gently contradict a generalisation, a prejudice, an over-hasty assumption.

The sentence, piece by piece
高い物がexpensive things (subject)
いい物だare good quality
とは(quotation, emphasis)
限らないisn't limited to

Expensive things aren't necessarily good quality.

  • noun
  • particle
  • grammatical form
  • 外国人がみんな英語を話せるとは限らない。がいこくじんがみんなえいごをはなせるとはかぎらない。Not all foreigners necessarily speak English.

How to form it

The sentence you're qualifying goes in the plain form; after a noun or a な-adjective, だ is often kept (いい物だとは限らない), but it can be dropped. It's often reinforced with 必ずしも (“necessarily”), いつも, みんな, 〜からといって (“just because…”).

ConstructionExample
plain form + とは限らない当たるとは限らない
Noun / な-adj (+ だ) + とは限らない本当(だ)とは限らない
必ずしも〜とは限らない必ずしも正しいとは限らない
〜からといって〜とは限らない日本人だからといって、知っているとは限らない
polite〜とは限りません
  • ネットの情報が本当だとは限らない。ねっとのじょうほうがほんとうだとはかぎらない。What you find on the internet isn't necessarily true.
  • 日本人だからといって、日本の歴史に詳しいとは限らない。にほんじんだからといって、にほんのれきしにくわしいとはかぎらない。Just because you're Japanese doesn't mean you necessarily know Japanese history well.

とは限らない or わけではない?

Both make a partial negation. とは限らない is about a general rule that has exceptions (“not always, not necessarily”). わけではない corrects a particular conclusion (“it's not that…”): 嫌いなわけではない.

  • 毎日練習しているが、いつも勝てるわけではない。まいにちれんしゅうしているが、いつもかてるわけではない。I practise every day, but that doesn't mean I win every time.
  • 京都の人がみんなお寺に詳しいとは限らない。きょうとのひとがみんなおてらにくわしいとはかぎらない。Not everyone in Kyoto necessarily knows a lot about temples.

Common mistakes

  • Reading it as a full negation: 正しいとは限らない doesn't mean “it's wrong”, but “it's not necessarily right”.
  • Mixing up とは限らない (not necessarily) and に限る (nothing beats): same kanji, opposite meanings.
  • Pairing 必ずしも with an affirmative sentence: 必ずしも always calls for a negative (とは限らない, わけではない).
