Cannot fail to: 〜ずにはおかない
Verb in ない without ない + ずにはおかない(する → せずにはおかない)
V (ない without ない) + ずにはおかない: an effect that's bound to happen (often with a causative), or an unbending will. Written register; distinguish it from ずにはいられない and ずにはすまない.
In short
〜ずにはおかない has two meanings. With a subject that's a work, an event or a statement, it says an effect will inevitably occur, as if regardless of people (この映画は人を感動させずにはおかない). With a person, it expresses an unbending will: “I won't let things rest there”. Written register, very firm.
- この映画は、見る人を感動させずにはおかない。このえいがは、みるひとをかんどうさせずにはおかない。This film cannot fail to move those who see it.
- 大臣の発言は、国内外で議論を呼ばずにはおかないだろう。だいじんのはつげんは、こくないがいでぎろんをよばずにはおかないだろう。The minister's remarks are bound to stir up debate, both in Japan and abroad.
- 今度こそ、真相を明らかにせずにはおかない。こんどこそ、しんそうをあきらかにせずにはおかない。This time, I'll get to the bottom of the affair, whatever it takes.
The basics
Literally, 〜ずにはおかない means “not to leave things as they are without doing”. The double negative produces a very strong affirmation: the effect is bound to happen — English “cannot fail to”, “is bound to”.
First meaning, the most frequent: a non-human subject (a film, a speech, an event) inevitably provokes a reaction in people. Hence the very frequent causative: 感動させる, 考えさせる, 不安にさせる. Second meaning: a person expresses absolute determination.
This film cannot fail to move those who see it.

How to form it
Take the ない-form, drop ない and add ずにはおかない. する becomes せず. The variant 〜ないではおかない means the same, slightly less written.
| Verb | Form | Meaning |
|---|---|---|
| 呼ぶ | 呼ばずにはおかない | be bound to provoke |
| 感動させる | 感動させずにはおかない | be bound to move |
| する | せずにはおかない | be bound to do |
| 明らかにする | 明らかにせずにはおかない | reveal at all costs |
| (variant) | 感動させないではおかない | same meaning |

おかない, すまない, いられない, わけにはいかない
These four expressions look alike but don't say the same thing. 〜ずにはいられない (N2): a personal impulse you can't hold back (笑わずにはいられない). 〜ずにはすまない: a social obligation; you won't get away without doing it (謝らずにはすまない). 〜ないわけにはいかない: circumstances force you. 〜ずにはおかない: an inevitable effect or an unbending will.
| Expression | Force at work | Example |
|---|---|---|
| 〜ずにはおかない | the thing itself, or my determination | 人を感動させずにはおかない |
| 〜ずにはいられない | my inner impulse | 泣かずにはいられない |
| 〜ずにはすまない | morality, society | 謝らずにはすまない |
| 〜ないわけにはいかない | circumstances | 行かないわけにはいかない |
- あまりにおかしくて、笑わずにはいられなかった。あまりにおかしくて、わらわずにはいられなかった。It was so funny I couldn't help laughing. (いられない)
- これだけの損害を出したのだから、責任者は辞めずにはすまないだろう。これだけのそんがいをだしたのだから、せきにんしゃはやめずにはすまないだろう。With losses like these, the person in charge won't escape having to resign. (すまない)
Common mistakes
- Making the person who feels the subject in the first meaning: “私は泣かずにはおかない” means nothing; it's 泣かずにはいられない.
- Forgetting the causative: a film doesn't “get moved”, it “moves” people, hence 感動させずにはおかない.
- Conjugating する as “しずに”: the correct form is せずに.
