If not X, at least: 〜ないまでも

動詞ない形 + ないまでも

Verb in ない + までも: “if not X, at least Y”. The second half sets a minimum, often with せめて, 〜たい or 〜べきだ.

In short

〜ないまでも means “without going as far as X, at least Y” — English “if not X, then at least Y”. You give up on a high level (X) and settle for a lesser degree (Y), which is often a wish, a piece of advice or an obligation: 毎日とは言わないまでも、週に一度は運動したい. Written register or careful conversation.

  • 毎日とは言わないまでも、週に一度は運動したい。まいにちとはいわないまでも、しゅうにいちどはうんどうしたい。If not every day, I'd like to exercise at least once a week.
  • 優勝できないまでも、せめて決勝には進みたい。ゆうしょうできないまでも、せめてけっしょうにはすすみたい。Even if I can't win, I'd at least like to reach the final.
  • 完璧とは言えないまでも、かなりよくできている。かんぺきとはいえないまでも、かなりよくできている。It may not be perfect, but it's really well done.

The basics

まで means “up to”, and も adds concession. 〜ないまでも: “even if one doesn't go as far as X”. You set the bar high (X), acknowledge you won't reach it, then fix a minimum (Y).

The second half often contains せめて (“at least”), 〜たい, 〜てほしい, 〜べきだ, or a positive but qualified judgement.

  • grammatical form
  • 全員とは言わないまでも、半分以上は賛成している。ぜんいんとはいわないまでも、はんぶんいじょうはさんせいしている。Not everyone, but more than half are in favour.
  • 謝らないまでも、せめて事情を説明するべきだ。あやまらないまでも、せめてじじょうをせつめいするべきだ。If he won't go as far as apologising, he should at least explain what happened.

How to form it

Verb in the ない-form + までも. Very often with a verb of evaluation: 〜とは言わないまでも, 〜とは言えないまでも, 〜とはいかないまでも.

ConstructionMeaningExample
〜とは言わないまでもwithout insisting on X毎日とは言わないまでも
〜とは言えないまでもyou can't call it X, but完璧とは言えないまでも
〜とはいかないまでもwithout reaching X満点とはいかないまでも
verb in ない + までもwithout doing X手伝わないまでも
  • 満点とはいかないまでも、八十点は取りたい。まんてんとはいかないまでも、はちじってんはとりたい。If not full marks, I'd like to get at least 80.

ないまでも, までもない, ないにしても

Watch the order! 〜ないまでも (“without going as far as”) and 〜までもない (“there's no need to”) use the same pieces but mean completely different things.

〜ないにしても (N2) is very close to ないまでも and more common in speech; ないまでも puts more stress on the gap in degree between X and Y.

FormMeaningExample
〜ないまでもif not X, at least Y毎日とは言わないまでも
〜までもないno need to, it goes without saying言うまでもない
〜ないにしてもeven if you don't do X参加しないにしても、連絡はしてほしい
  • 参加しないにしても、連絡はしてほしい。さんかしないにしても、れんらくはしてほしい。Even if you're not taking part, at least let me know.
  • そんなことは、言うまでもない。そんなことは、いうまでもない。That goes without saying.

Common mistakes

  • Confusing 〜ないまでも and 〜までもない: where ない goes changes everything.
  • Putting something stronger than X in the second half: Y must be a lesser degree (“at least”).
  • Translating it as “until… not”: there's no idea of a time limit at all.
